When a user distributes or checks out specimen samples, the available quantity does not update.
Checking a specimen out does not adjust the available quantity.
If you just close out a specimen, that does not adjust the available quantity either.
If you distribute a specimen, the available quantity should go to 0.
If you make an aliquot, the available quantity is reduced by the amount of the aliquot.
